The Orpe Human Rights Volunteer program was created to serve as an operational partner in the programs of restoring human dignity and international development. Administered by the ORPE Department of Personnel, OHRV is the focal point for volunteerism in the ORPE system. It pursues distinctive contributions to effective development by advocating the role and benefits of volunteerism, integrating civic engagement into development programs and helping to mobilize volunteers in the United States and around the world.

OHRV volunteers support sustainable human development globally in key areas such as poverty reduction, democratic governance, energy, the environment, crisis prevention and recovery and health. OHRV helps develop national volunteer schemes, initiate creative and pioneering volunteer activities and develop research capacity on volunteerism in developing countries.

Since 2017, OHRV has mobilized several mid-career professionals to serve the causes of restoring human dignity, peace and development. OHRAV's volunteers, representing 163 nationalities, served in several countries worldwide. Reaffirming the program’s commitment to promoting South-South cooperation, the vast majority (80 percent) of OHRV volunteers are nationals of developing countries.
