Executive Committee

Orpe Human Rights Advocates is governed by the Board of Trustees and the Executive Committee (EC). The ORPE Charity Charter has entrusted to the Executive Committee the mission of overseeing the organization's operations. The Executive Committee has delegated the power to Programs Council. The Programs Council has the mission of coordinating the execution and implementation of the programs. The Programs Council is composed of all executive directors of programs. The executive directors of the programs have the mission of overseeing the related programs and conducting the day-to-day operations of the programs.

Orpe Human Rights Advocates Executive Committee proposes to the Board the organization's annual programs and the corresponding budget. The Board of trustees approves the organization's annual programs and also approves the corresponding budget.  The mandate of the Executive Committee is defined by the Orpe Human Rights Advocates Statute. 

The Executive Committee meetings are presided by a Chair of the Executive Committee. The Executive Committee establishes the rules corresponding to the performance, direction, execution, and control of all programs promoted by the OHRA. Each program promoted by OHRA is overseen by an Executive Director who also is the president of the Council of the Program. 

Each director of the Council of the Program is the Executive Director of the Program and reports to the Executive Committee. The Executive Committee is composed of all Executive Directors of the programs promoted by OHRA.

 

The CEO directs the work of OHRA with the assistance of a Deputy Chief Operational Officer (COO). The CEO of the OHRA is also the President of the OHRA.

 

The Executive Committee of the OHRA has created a Division of Personnel Management that serves as the chief human resources agency and personnel policy manager for the Orpe Human Rights Advocates. DPM provides human resources leadership and support to ORPE Charity's agencies and helps the OHRA workforce achieve their aspirations as they serve the distressed people, homeless and people living in poverty, veterans, and those who cannot assert their own fundamental rights. DPM directs human resources and employee management services, administers retirement benefits, manages healthcare and insurance programs, oversees merit-based and inclusive hiring into the public service, and provides a secure employment process.

For the purpose of securing accountability and transparency in the execution of OHRA day-to-day operations, the Charter of OHRA has created the function of Inspector General. The Inspector General’s Office provides the Executive Committee with independent assurance and oversight of OHRA's activities and operations. It protects the integrity and improves the efficiency of our programs and operations. It also deters fraud and abuse through internal audits, investigations, and other oversight advisory services.

We have operations and personnel working in several countries, with most operations based in the field. The worldwide operations have become highly complex, ranging from recruitment of new colleagues and ensuring their security in dangerous situations to the procurement of everything from medical supplies to food. Specific departments, mostly based in the United States, 2800 Westchester, Ellicott City, MD 21043 (headquarters), oversee key areas, such as operations, protection, external relations, human resources, and finances. A number of regional bureaux liaise between overseas offices and headquarters.
